(As found in the Criminal Justice Act Plan for the District of Vermont, last approved January 18, 2008)

     1) To be admitted to practice in the United States District Court for the District of Vermont;

     2) To be admitted to practice in the United States Court of Appeals for the 2^nd Circuit;

     3) To have either primary responsibility for handling at least three federal criminal cases as retained counsel, or to have served as "second chair" on three federalcriminal cases.

a) conduct or second chair an initial appearance;

b) conduct or second chair a detention hearing;

c) review all discovery pursuant to the standing discovery order of the District of Vermont;

d) analyze discovery/evidence received for possible motions to be filed;

e) participate in any evidentiary hearing or trials;

f) review the United States Sentencing Guidelines and the presentence report and participate in drafting the defense position, including, objections as necessary;

g) conduct or attend the sentencing hearing; and

h) review the file for possible appeals issues;

      4) attend a minimum of two training semiars, one of which must specifically address the United States Sentencing Guidelines.
